Perhaps another mercenary can tell you more about the hanged man's tattoos, the so called 'Scab Leader' at the harbour gates. It won't count as one of the people informing you about the tattoos, but could be... interesting?

- Once you have the photo of the hanged man's tattoos, you can ask the Scab Leader - Raul Kortenaer - about them. He will offer only a minor amount of information, but also clue you in on his relationship with the hanged man.
