- After completing Open apartment door for Evrart and Get two signatures for Evrart, exhaust Evrart Claire's dialogue. He will reveal his ultimate plan is for the Union to go to all out war with Wild Pines. Talk to Joyce Messier after she moves her boat to the dock near the Fishing Village (this happens once the Ask about Ruby in the village task is triggered) and tell her about Evrart's plans. Joyce decides the loss of life isn't worth it and caves to the Union's demands, ending the strike and completing the task.
