The RCM, or the Revachol Citizens Militia is the police service for Revachol.

Background

The RCM is the self-organized peace corps of the occupied city of Revachol, the RCM operates within a legal twilight, yet its authority is rarely questioned. Its primary focus is the enforcement of the 190 provisions of the Criminal Code.

The RCM's reliance on volunteers has a detrimental effect on its effectiveness. Clearing 10 cases a year is enough to put a policeman in the 90th percentile, while far too many cops are fond of shooting people. This is reflected by statistics: Last year, more than 71% of murders in Revachol went unsolved. In Revachol West, that number was closer to 85%.

Organization

The RCM was divided between various services:

• Criminal Investigation
• Emergencies Desk, in charge of receiving citizens calls
• Inspectorate General, in charge of internal affairs

Precincts

RCM forces are divided into Precincts, each with it own Station.

• Precinct 41
• Precinct 57

Each Precinct had a Communications Officer, and a lazareth (doctor).

Structure

The RCM uses a countdown system, modelled after the dual-leadership system employed by the left during the Revolution. Which in turn was developed by last century experimental psychologists in the University of Koenigstein.

The RCM deploys a self-styled structure called the Décomptage as its chain of command:

• Every lieutenant is responsible for two sergeants and eight officers. That means the average lieutenant has to deal with quite a few personal affairs.
• Each Station and Precinct is led by a captain, with several lieutenants under their command.

The Inspectorate General is a separate division, responsible for internal affairs.

A satellite officer is an officer who is treated as a higher rank than they would otherwise be to match the rank of the partner.

For the Northwest Region of Revachol, an officer's average yearly income is 5500 real (unadjusted for rank).

Equipment

Each officer of the RCM is equipped with a badge, a gun with non-jacketed, cast conical ammunition, and insignia they wear on their jacket of choice. The insignia look like hollow white rectangles, but are in fact halogen watermarks bearing with the letters RCM and a pattern that symbolized the street grid of Revachol West. The cards are covered in perforations, which track three vital statistics: Years of service, cases solved, and the number of kills.

Flashlights (manufactured by Grundstellung RAO) are also provided to officers.

Some officers are provided motor carriages, painted blue and white, and equipped with shortwave radio to reach their assigned Precinct at all time.
